International Skilled Worker programs: requirements, specifics, immigration process
International Skilled Worker –one of the four categories of the Saskatchewan Immigration Program. It is the most popular because the programs it includes are more affordable than the others.

List of programs:

Occupation In-Demand.
Most popular. Requires experience in one of Saskatchewan's in-demand occupations.

Saskatchewan Express Entry.
Similar to the previous one, but requires a valid Express Entry profile to participate. This means you must meet the eligibility criteria for one of the federal programs.

Employment Offer.
Only for those who have a potential employer in Saskatchewan who will issue an employment invitation under the rules.

Expression of Interest (EOI) system
As of July 16, 2018, Occupation In-Demand and Saskatchewan Express Entry programs moved to operating through this online system. Also the current name for Saskatchewan is OASIS.

EOI allows candidates for these programs to be automatically selected based on their scores.

It can be compared to Express Entry: you enter information about yourself, which is automatically evaluated and then a certain score is awarded. The higher the score, the more likely you are to receive an invitation to apply for nomination.
Program selection criteria
Occupation In-Demand

To meet the Occupation In-Demand selection criteria, you must:


  • score a minimum of 60 points out of 100 (see tables below);
  • have a language proficiency level of at least 4 CLB;
  • have a minimum of one year of work experience in the last 10 years in a NOC 0, A or B level occupation related to your education;
  • a minimum of 1 year of post-secondary education that is supported by a diploma/degree/education certificate.
  • education obtained outside of Canada must be validated (evaluation procedure);
  • provide a settlement plan. A document showing the process of settling in Saskatchewan;
  • have the funds necessary to settle in the province.
Express Entry

To meet Express Entry's selection criteria, you must:


  • have an active profile in Express Entry that has been moved into the applicant pool. You must have a profile number and Job Bank registration code (Job Seeker Validation Code);
  • have a minimum score of 60 out of 100 (see tables below);
  • have language test results as indicated on the Express Entry. You must know one of the languages at CLB level 7 or above to be in the pool of this system. ;
  • qualified work experience (NOC 0, A or B) in an in-demand occupation that is related to previous education. And also meet one of the following: 2 years of work experience in Skilled Trade specialties in the last 5 years.
  • In CIS countries there is no such concept as trade specialties, but, in general, these are working / construction professions, most often associated with secondary technical education: builders, mechanics, electricians, cooks and so on;
  • 1 year of work experience in the last 10 years in skilled trades other than those described in the paragraph above (Skilled Trade);
  • 1 year of work experience in Canada in the last 3 years in skilled trades;
  • a minimum of 1 year of post-secondary education as evidenced by a diploma/degree/certificate of education.
  • education obtained outside of Canada must be verified (evaluation procedure);
  • provide a settlement plan. A document that shows how you are settling in Saskatchewan;
  • have the money you need to settle in the province.
Employment Offer

To meet the Employment Offer selection criteria, you must:


  • score at least 60 points out of 100 (see tables below);
  • have at least 1 year of work experience in the last 10 years in the specialty for which you have received an invitation to work in Saskatchewan;
  • have a language proficiency level of at least CLB 4;
  • have a license if the profession is on the list of regulated professions in Saskatchewan;
  • have an invitation for permanent full-time work. Work must be skilled - NOC skill level 0, A or B, or from the Designated Trade list.
How much money you need to have in your account
Point System

One of the requirements for all three programs is to score 60 points out of 100. These are calculated based on the following criteria:

  • Age;
  • work experience;
  • language skills;
  • education;
  • connection to the province: relatives, training, work, job invitation.
However, for Occupation In-Demand and Saskatchewan Express Entry programs, 60 points is often not enough. There are too many applicants and the number of places available is limited, so those with higher scores are chosen.

You only need to consider experience in the specialty you plan to immigrate in.
Example: you have 7 years of continuous work experience. So you will get 10 (5 years in the last 5 years) + 2 (2 years in the penultimate 5 years) = 12 points.

It is important to note that experience counts at the time of sending the application and nomination documents, i.e. after ITA.

This means that if you are a few months short of the required experience, you can create a profile and enter the required figure. You will realize that when the next round of selection comes, while you get the ITA and send the documents, it will be a few months. Hence, you will have time to gain the required experience.

It turns out that you can get a maximum of 70 points for standard factors and 30 for provincial connection.
In-demand occupations for Occupation In-Demand and Express Entry

All qualified occupations (skill level 0, A or B in NOC) are eligible for these programs, except those that are not relevant (download the list of irrelevant occupations from the official website).
Licensure is also required for some occupations. You can go through this process online. You can download a list of such professions from the official website. It also tells you where and how to obtain a license.
If you are asked for this document after submitting the application, it will be in processing until you send it. Provided all other documents are in order.

The immigration process for these programs

The most important thing to understand before you begin is that you will now or in the near future meet the selection criteria for one of these programs.
The process is almost the same for all three destinations, however, there are small nuances, which - below.

For Saskatchewan Express Entry

The first step is to create a profile in Express Entry. It must be verified and moved into the candidate pool.

For Occupation In-Demand and Saskatchewan Express Entry

You must show interest - create and complete a profile in the EOI OASIS system (download the official guide).
Selection is based on the point system described above. If you have scored 60 points or more, your profile is transferred to the list of candidates.
Now you have to wait for the next round of selection. If your score is equal to or higher than the passing score, you will get an ITA. After that, there will be 60 days to apply for nomination.

For all three programs

1. Prepare a package of documents.

Once you are ready, check your application packet again - it is important to provide as complete and accurate information as possible.

2. Create a nomination application through the OASIS system.

In the case of Occupation In-Demand and Saskatchewan Express Entry, simply log into your previously created account (the one you used to receive your ITA).
For Employment Offer, create a new account.
Complete all required sections of the online application. Forms and required documents must be submitted in PDF format.

3. Save and submit the application.

Occupation In-Demand and Saskatchewan Express Entry will require a review fee of 350 CAD.

After applying for nomination

It is worth knowing the following:

  • once the application is received, Saskatchewan Immigration will send you a notification about it;
  • you may be contacted (via email) if there are any document-related questions or to announce the result;
  • If you do not qualify, you can reapply when you meet the requirements;
  • if the verdict is favorable, you will receive a nomination from the province.

If an Express Entry nomination is received

The following process awaits you:

  1. SINP will enter your nomination information into the Express Entry system.
  2. You will then have 30 days to confirm the nomination in your EE profile.
  3. You will then receive additional points and then an invitation to apply for immigration as soon as possible.
  4. You prepare all the necessary documents, undergo medical examination etc. After that, you upload all these into the appropriate forms.
  5. Immigration Canada checks your profile and makes a decision.
  6. f you have received a nomination under Occupation In-Demand or Employment Offer

The following process awaits you:

Along with the nomination, you will receive the necessary instructions. You will need to file an immigration application with the federal government of Canada.
You will then receive a referral for a medical examination. Additional documents may also be requested.
Immigration Canada will check your application and make a decision.
