Immigration program Federal Skilled Worker
Federal Skilled Worker – the most popular federal immigration program, as it does not require a connection with Canada (work experience, job offer, education). Works through the Express Entry system.
Requirements for candidates
To participate in the program you need:

  • have a year of continuous work experience in the profession NOC TEER 0, 1, 2, 3;
  • pass a language exam equivalent to 7 CLB or higher for each indicator;
  • have at least secondary education;
  • be able to confirm the availability of money (Proof of funds) for the first time in Canada. Not required for those who are currently working in Canada or have a valid job offer;
  • score the minimum number of points (67).

What points are awarded for:

  • education;
  • age;
  • work experience;
  • level of English and/or French;
  • job offer;
  • adaptation factors.
Below are more details about each of them.

1. Education

If you graduated from an educational institution in Canada, you must have a certificate or diploma.
If you studied in another country, including Russia, then you need to conduct an education assessment according to Canadian standards - Educational Credential Assessment (ECA). Most often it is carried out through WES.

2. Age
The most valuable candidates are between the ages of 18 and 35. People under 18 years of age are not eligible as they are minors.

3. Work experience

To participate in the program, you need a year of continuous experience in one profession. If there is such a year, then all other experience can be summed up to gain points, even if it lasted less than 1 year and was in a different profession.
Continuous work experience can be obtained in several jobs if the break between them was no more than 1-2 weeks.
Only qualified work experience is taken into account - NOC TEER 0, 1, 2, 3.

To calculate this, you can take into account experience:

  • received in any country;
  • received during studies;
  • self-employed and individual entrepreneurs.
In this case, internships and volunteer work will not be counted, since they are not paid.

4. Language knowledge

Canada has two official languages: French and English. To qualify for the Federal Skilled Worker Program, you must be proficient in at least one of these.

A maximum of 28 points can be awarded for language. They are awarded for 4 characteristics:

  • talk;
  • reading;
  • listening;
  • letter.
To confirm your level, you must take a test: most often IELTS for English and TEF Canada for French.

the results of the language test after transfer to CLB are: speaking 7, listening 7, reading 8, writing 9;
the result is points: 4 + 4 + 5 + 6 = 19.

5. Job offer from a Canadian employer:

  • The job offer must be for full-time work (30 hours per week), and also:
  • non-seasonal work;
  • lasting at least 1 year;
  • code in NOC level TEER 0, 1, 2, 3.3.

You can receive a maximum of 10 points for a valid job offer if your situation falls within one of the following.

Situation №1

You are currently working in Canada and meet all the conditions:

  • the work permit is valid both when applying for immigration and when issuing a permanent resident visa (or when issuing a visa, you are allowed to work in Canada without a work permit document);
  • work permit issued on the basis of Positive LMIA;
  • work for the person who is listed as the employer on your work permit.

Situation №2

You are currently working in Canada in a position that is not covered by the LMIA for one of the following reasons:
  • an international agreement (for example, the North American Free Trade Agreement);
  • it is in Canadian interests;
  • federal-provincial agreement.
In this case, you must fulfill all of the following conditions:

  • the work permit is valid both when you apply for and when you are issued a permanent resident visa (or when you are issued a visa, you are allowed to work in Canada without a work permit document);
  • you work for someone who is listed as the employer on your work permit;
  • you have worked for this employer continuously for at least 1 year.

Situation №3

You do not currently have a work permit and do not plan to work in Canada until you obtain a permanent resident visa and:

  • the potential employer has an LMIA;
  • this employer has made you a valid offer of employment based on this LMIA.

Situation №4

You must meet the following conditions:

  • you have a valid work permit or are allowed to work without one;
  • you are employed in a position that does not require an LMIA and is not covered by the federal-provincial agreement or is in the Canadian interest;
  • employer other than the one you currently work for:
  • has LMIA;
  • has made you a valid offer of employment based on this LMIA.

6. Adaptability

You and your spouse or common-law partner who immigrates with you to Canada may earn points for adaptability. Maximum quantity – 10.

Immigration process
It is impossible to specifically apply for any specific federal program, including the Federal Skilled Worker. The Express Entry system automatically evaluates all entered information and ranks you according to the programs for which you are eligible. It could be 3 programs at once, or it could be none.
Therefore, we recommend that you first understand what Express Entry is.

The immigration process is described below in general terms so that you can roughly understand how it happens.

1. Creating a profile in the EE system.

If you qualify for one of the federal programs, the first step is to create an Express Entry profile. You will need to fill out information about age, work experience, education, language, etc.

All information is checked and, if you actually meet the minimum requirements of one of the programs, you will be included in the pool of candidates.

2. Waiting for a decision and improving your profile.

Once in the pool, all your characteristics are evaluated again, this time using the CRS system. Ultimately you get a certain score. The higher it is, the greater the chances of success.

Before the pandemic, invitations were sent consistently 2 times a month. Afterwards there was a long break, and in the summer of 2022 the selections resumed, but now there is no previous stability: maybe 3 selections per month, or maybe only 1.

While you are in the candidate pool, you can make edits to your profile. For example, if you retake a language test with better scores.

The profile is active for 1 year, after which you will need to create it again.

3. Applying for immigration.

An invitation to immigrate is received by those candidates who have successfully passed the selection based on CRS scores.

If you received an invitation, it will be valid for the next 60 days. It is during this period that you must accept the invitation and submit an application for immigration through your profile: prepare documents, upload, fill out additional forms, pay fees.

4. Review of the application and request for additional documents.

If the information provided is not enough to make a final decision, you may be asked to provide additional documents. You will need to provide them within the specified time.

If you do not provide documents important for the application, it will be considered incomplete and will no longer be processed. Review fees will be refunded.

If your application is considered complete, but is later rejected for some reason, the money for consideration will not be returned.

5. Notification of a positive decision.

If the decision is positive, you will need to attach a visa with which you must fly to Canada. There you will have permanent resident status.
